On March 26th, the Joint Prevention and Control Mechanism of the State Council held a press conference on pandemic prevention and control and production resumption. Director-Generals of relevant departments of the Ministry of Water Resources answered questions from the press regarding water project construction, flood prevention and safe drinking water supply in rural areas.
In line with decisions made by the CPC Central Committee and the State Council, the Ministry of Water Resources concentrates on production resumption of water projects along with efforts for pandemic prevention and control and advancement of water development and reform. Currently, good results have been achieved in the progress of water projects and benefit generation, which provide a solid basis for ensuring water supply in urban and rural areas and meeting water demand for spring farming and production, so as to win the battle against the novel coronavirus epidemic.
Major water projects are backbone infrastructures to ensure national water security, and vital to make up the shortfall of national infrastructures. Thanks to the joint efforts of central and local governments and endeavors of all related parties, water project construction have made smooth progress. Among 172 approved projects, 142 of them started construction, with an investment portfolio amounting to over RMB 1 trillion. There are 101 projects resumed construction among 110 under-constructed projects.
During the epidemic prevention and control period, the water departments throughout the country have paid special attention on project management and in the exercise of their duties. Particularly in Hubei Province where is the epidemic forefront, water supply to urban areas and spring farming have been secured by stable functioning of 6,921 reservoirs.
This spring, irrigation has been progressing smoothly. By now, farmlands in 157 large irrigation districts of 17 provinces have been irrigated, with an area over 45 million mu (or 3 million hectare) and diverted water of 5.8 billion m3, which provides a solid basis for agricultural production.
Rural water supply have served as a vital cornerstone for the epidemic prevention and control. The Ministry of Water Resources opened the 12314 hotline for public report and supervision, and received more than 700 public tip-offs. Direct answers have been given to 527 of them, and 158 reports were handed over to relevant departments and 96 of them were settled.
According to weather forecast, this year may still experience an unfavorable weather condition, which might possibly result in extreme weather events or severe floods. During the process of epidemic prevention and control, close attention has been paid by the Ministry of Water Resources on safe operation and function display of water projects and flood preparation. Water infrastructures are under good operational conditions for producing benefits and performing functions, while flood preparation is progressing in an orderly mode.
